On 27 August 2026, two special meetings of Mindarie Regional Council were held to consider two separate matters.
The first related to two recent decisions of the Department of Water and Environmental Regulation (DWER): to issue an Environmental Protection Notice (EPN) for the Tamala Park Waste Management Facility on 3 August 2026, and to refuse a works approval application for the final landfill area and a leachate management area at the site.
Council ratified the lodgement of appeals against both DWER decisions. The Council is committed to doing the investigation and planning work required by DWER. The appeals are intended to preserve potential outcomes and options while that further work is done.
Work under the EPN is continuing, including the leachate management plan already submitted to the Department. MRC’s priorities remain protecting the environment and closing the landfill at Tamala Park in line with best practice environmental requirements.
The second meeting related to the agreement of a contract for MRC to supply residual household waste from participating member councils to a waste-to-energy (WtE) facility, south of Perth. Transitioning away from landfill-based waste management is part of MRC’s long-term goal to provide sustainable waste management solutions and meet State Government circular economy goals.
Council authorised execution of the necessary agreements for the WtE contract. At this stage, five member councils are participating: the Town of Cambridge, City of Perth, City of Stirling, Town of Victoria Park and City of Vincent.
