Ralph served as Secretary/Manager of MRC from July 1990 and as CEO from April 1991 until January 1998. He was MRC's second CEO and it was under his leadership that the Tamala Park waste management facility first began receiving and managing household waste on behalf of member councils, in 1991.
Among other positions, Ralph also served as CEO of the City of Stirling between 1985 and 1990 and also as the Town Clerk (now CEO) of the City of Melville for ten years.
He was awarded the Medal of the Order of Australia (OAM) on Australia Day 2007 in recognition of his many years of outstanding public service in local government and commitment to communities in Western Australia.
