Mindarie Regional Council (MRC) is pleased to announce the appointment of Mr Vitor Martins as Chief Executive Officer.
Mr Martins brings more than two decades of experience in waste management, resource recovery and local government leadership across Australia and internationally.
He joins MRC from Central Highlands Regional Council in Queensland, where he is Manager Resource Recovery. His appointment also marks a return to Western Australia, where his previous roles include Manager Waste and Fleet at the City of Fremantle, as well as senior waste and resource recovery positions with the City of Busselton.
At the City of Fremantle, the waste and fleet team under Mr Martins’ leadership received the WA Government’s WasteSorted Change Maker Award in 2023, recognising its contribution to waste reduction, improved resource recovery and community behaviour change.
Across his Australian local government roles, Mr Martins has been closely involved in the evolution of kerbside organics recycling, from introducing an early food and garden organics trial in Busselton to consolidating FOGO collection services in Adelaide and Fremantle.
Earlier in his career, Mr Martins served as Executive Director — equivalent to Chief Executive Officer — of Amarsul, a regional waste authority in Portugal serving nine member councils and a large metropolitan-regional population.
During his tenure, Amarsul received international recognition for community engagement, including a Summit Creative Award for the Eco-Fashion Show, a recycling campaign that increased public participation and helped build stronger community support for resource recovery.
At Amarsul, Mr Martins led the organisation’s transition from landfill reliance towards integrated resource recovery, including the delivery of new organics and materials-recovery infrastructure. That experience is directly relevant to MRC as it prepares for the next phase of its own transition, with the Tamala Park landfill approaching the end of its operating life and the organisation’s focus increasingly shifting toward recovery, diversion and long-term circular-economy outcomes.

Mr Martins will commence his new role on Monday 10 August 2026. Ms Adnana Arapovic will continue in her capacity as CEO (Interim) until that date.
